Overview of New Traffic Rules Bill

The United Russia party seeks to ramp up fines for violations of traffic rules.

Tougher regulations

The document the ruling party tabled on Thursday is a collection of all the previous legislative moves that have been put forward by its MPs or the road police itself over the past five years.

If the bill is adopted, fines would rise for pedestrians as well as motorists.

Back to the USSR

Among other proposals, the move features a return to the Soviet-era score system when drivers were stripped of their license after a series of traffic rules violations.

Under the new bill, motorists going over the 200 score mark within 12 months would automatically lose the right to drive.

Vyacheslav Lysakov, deputy head of the Committee on State Building, pointed out that scores would be only added in case of dangerous violations like excessive speeding, for example.

Repeat violators would face higher fines.

Courts would get a right to impose dual sanctions on those who breach the rules. Until now, a perpetrator could be either fined or stripped of his license – now he could lose both.

Ever growing fines

According to Kommersant daily, this could be the largest hike in fines since 2007, prompted by the high death rate in accidents.

Thanks to the tougher sanctions, the number of casualties dropped, but is still considered to be very high, at an average of 28,000.
