The package of anti-crisis regulations for small businesses and investors was adopted at the meeting of the Presidium of the Moscow Government, as “Interfax” reports.
The resolution provides, in particular, for the expansion of the grounds for the installment payment by the land developers in the first year of lease after the change of purpose of land for construction or reconstruction. Under the new rules installment is possible for up to one year (if the payment makes up no more than 100 million roubles in the first year of land lease), up to three years (if the payment makes up from 100 to 500 million roubles) or for the entire period of construction or reconstruction of the object (if the payment exceeds 500 million roubles).
Currently installment is provided only if the amount of rent for the first year exceeds 500 million roubles. The government also clarified the procedure for provision of material support to small and medium businesses renting non-residential premises in the property treasury of Moscow.
Under the new rule the validity of preferential rents for small businesses is extend for one year - until July 1, 2016. According to the plan of the officials, the measures adopted should support small business, non-government education sector and investors in the real estate sector. The anti-crisis plan of Moscow was adopted by the city government on February 10.
According to the document, 1.7 billion roubles from the budget will be additionally spent on the support of the wanting population categories. It is planned to increase the effectiveness of budget expenditures by reducing the number of civil servants of the executive authorities, as well as by refusing from purchases of luxury goods for budgetary funs. The document includes a total of 70 different events.
