The draft law on legalization of crypto-currency in Russia may include a paragraph on imposing the restrictions on individuals on the maximum amount of purchase of tokens. This was stated by the Chairman of the State Duma Committee for Financial Market, Anatoly Aksakov. According to him, it is necessary to begin legalization of virtual currencies with ICO (attraction of investments for sale to investors of new crypto-currencies) under the ideology of crowdfunding - the market for the development of group investments.

According to Aksakov, the maximum amount should not exceed 100 thousand rubles, but, according to the deputy, the figure of 600 thousand is also discussed. Aksakov mentioned that one of the methods for protection of participants in such a market was the implementation of transactions only on licensed sites. At the same time, it is necessary to admit everybody to such transactions, but only limiting for individuals the maximum amount of the acquisition of crypto currency. He also said that the cryptocurrency market should be legalized in order to protect its participants.

On October 5, the Chairman of the Bank of Russia, Elvira Nabiullina, said that the Central Bank was categorically against the legalization of both natural and virtual private currencies in Russia. At the same time, she noted that the regulator was studying the prospects of using blockchain technology.
