List of documents for registration of IE (individual entrepreneur) by a foreign citizen in Russia:

• a standard application   form P21001;
• a copy of  passport, as well as the documentation where the date and place of birth of a foreigner is registered;
• a copy of temporary residential registration or residence permit;
• a document indicating the place of permanent residence of a person – original or a copy;
• standard receipt for payment of state duty for registration of IE.

Likewise, a citizen of another state has the right to  submit the documents to the tax office personally, or send a registered mail indicating the value of enclosure and inventory.  Also in this case the receipt should contain the list of the transferred documents, and the date of issue of the certificate of IE registration.

The process of IE registration by a foreigner is considered as a confirmation of the legality of all documents brought by him / her. They should be notarized. Any document submitted by the foreigner to the government body of the Russian Federation should contain an annex with the translation of the indicated data into Russian. You should always have original documents together with the copies.
