The bill on the regulation of big data turnover in Russia was returned for the revision of its author, the State Duma Deputy from the “United Russia” party, Mikhail Romanov, as “Kommersant” reports. The bill was considered by the State Duma Committee on Information Policy on November 8 and was criticized by experts; the deputies considered the bill to be incomplete. This document proposes to approve the definition of big data and oblige the Federal Supervision Agency for Information Technologies, Communications and Mass Media to keep a register of companies working with these data.
Main Criticism
The main criticism of the deputies was aimed at the fact that the bill did not provide for the allocation of budgetary funds, although the creation of such a register would require certain expenses.
The experts from the working group of the “Digital Economy” ANCO agreed with this opinion, noting that the Federal Supervision Agency for Information Technologies, Communications and Mass Media would bear an additional burden, and the author of the document did not take into account the issue of increased funding.
"Big Data" Definition
The experts also criticized the proposed definition of “big data” noting that its meaning “significantly coincided” with the provisions of the law “On Personal Data”. The ANCO noted that the bill did not provide for the subject of regulation, and the duties imposed by this subject on business and website owners “could become an obstacle to the development of Russian technologies and services based on these technologies”. In their opinion, if these amendments are adopted, the technological lag of Russia on the global markets will only be aggravated.
The author of the document called the issue of funding “controversial”, since, in his opinion, the Federal Supervision Agency for Information Technologies, Communications and Mass Media has many resources nowadays. Romanov believes that the bill should be adopted in the first reading “as a concept”, and all the necessary amendments should be made after that.
