More than 5 000 inclusive schools providing conditions for the education of children with disabilities must be created in Russia in the framework of the state program "Accessible Environment" by the end of 2013. The number of educational institutions with the conditions for co-education of both children with disabilities and children without disabilities will be increased this year to 500 schools. At the start of the implementation of the state program "Accessible Environment" in 2011, the number of inclusive schools reached 3 892 that is 2.5% of the total number of secondary educational institutions.

By the beginning of 2016 the conditions for children with disabilities will be created in 10 thousand of these schools (20%). The elements of a barrier-free school environment include ramps, tactile signs, anti-slip coatings, special rehabilitation and computer equipment, as well as the adaptation of the educational process to the needs of children with disabilities.

For the creation of inclusive schools in 2013 550 million rubles were allocated from the federal budget, and in 2014 and 2015, the amount of funding will increase to 3 and 3.5 billion rubles, respectively.
