New Education Law Came Into Force

The new law "On Education in the Russian Federation" replaces the two basic laws - "On Education" (1992) and "On Higher and Postgraduate Professional Education" (1996).  

The new law extends the state guarantees for free education, strengthens the link between educational programs and the modern labor market, and also opens the regular schools for children with disabilities.

The changes are introduced for every education stage. The main points are the following.

At school:
Individual selection of children to schools with in-depth study of subjects will be conducted only in the middle and upper classes.
It is allowed to arrange competition at schools majoring in creative studies.
It will be allowed to close the village school only after the approval of the village assembly.

In colleges, technical schools:
Professional technical schools providing programs of primary professional education will be closed.
A right will be given to educational institutions for inclusive and integrated programs and the selection of students.

In high schools:
The results of the unified state exam will be valid for 5 years.
The list of beneficiaries for admission will be reduced.
A 10% quota for admission of children with disabilities and other categories of persons with disabilities is set.
Free training at the preparatory department of the university is allowed only once.
All high schools, including private, will be required to participate in the monitoring of the Ministry of Education.
