On Tuesday, Russia's State Duma accepted in the first reading the bill that would require prospective adoptive and foster parents to undergo special psychological training.
First Deputy Speaker Oleg Morozov said the bill is needed because adoptive parents are often not psychologically ready to create good conditions for a child.
Following the adoption the bill, the adopters' training will be obligatory, and every person, who wants to adopt a child, will have to tender documents provided his or her training. The organization of such preparation courses will be carried out by the guardianship and trusteeship bodies.
The courses will include pedagogic and psychologic lessons, basics of medicine and first aid and psychiatric examination of potential adopters with a view to estimate their moral preparedness for taking children into the family.
People who have already adopted children will not have to undergo the training, as well as stepfathers, stepmothers and some immediate relatives.
According to statistics, more than 30% of people, who want to adopt a child, are not fit to be adoptive parents. The main case of such high rates is a lack of preparation of future parents to difficulties in the child's upbringing.
