Russian Ministry of transport has worked out a method of scoring of national airlines. The Ministry will take a decision on issuing an access to international routes to an airline on the base of this method, reports The Kommersant referring to the letter of he Deputy Minister of Transport Veleriy Okulov.

A special committee will be created, headed by an official from the Ministry of Transport. The committee will estimate national airlines on 20 point scale.

The points will be scored for: ownership of modern Russian jets, fitting into international security criteria, holding relevant certificates, lack of back taxes, ability to fix malfunctions in time, high regularity of flights.

The Ministry of transport has claimed about liberalization of international traffic market in Russia in the start of 2012. The number of appointed carriers is expected to be increased. In the end of 2011 the Federal Antimonopoly Service proposed to have more than one appointed carrier for each country.
