This opinion was expressed at the "round table" devoted to the question of PTV launch by the chairman of the Presidential Council for Civil Society Institutions and Human Rights Development Mikhail Fedotov. He noted that the formation of the Public Television requires the solution of a number of problems. According to his words, "the authorities will have to provide a legal basis for it". "In addition, Public Radio should appear, which will go together with the Public TV" – Fedotov added. 

Moreover, as the chairman of the Presidential Council stressed, "for public broadcasting we will need, first and foremost, journalists, and so far we have no schools teaching public television journalists" – Fedotov said . "This is also a problem to be solved" - he believes. In addition, according to Fedotov, "we need to understand what the role of Public Television in the new communications technologies is".
