The Department of Culture of Moscow will be given a part of the powers of the reorganized Department of Family and Youth Policy.

The objectives of social welfare will be the prerogative of the Social Security Department. The issues that were dealt with by the Department of Family and Youth Policy include: promoting public youth initiatives, developing the network of state agencies for ensuring the implementation of social, economic, scientific and creative activities of young people, creating conditions for the spiritual, intellectual development and meaningful leisure-time youth activities, supporting innovation, intellectual and creative youth activity, promoting the development of the talented people.
