Texas Child Protective Services are not considering a possible return of Kirill Kuzmin back to Russia.
This option was voiced in Russia after the death of his brother, Maxim, in their new American family.
According to TSPC spokesman Patrick Crimmins, they are a “state agency in Texas that operates under laws, under Texas state laws, and we wouldn’t be involved in doing anything other than placing that child within Texas.”
State Attorney Scott Layh said the biological mother could see her child if the social care department strips the adoptive family of parental rights.
