Russia desperately needs to improve on energy-efficiency to cut its huge power bills, says the head of the cabinet.
According to the Russian Prime Minister, investment into the energy sector has totaled more than 3 trillion roubles, or $100 billion, over the past year.
He pledged innovations, in particular a nationwide monitoring system that will supply accurate and objective info on power consumption to regulators.
Along with other steps, including the upgrade of the grid, the drive is expected to cut the costs for consumers.
