Russian State Duma Passes Bill against Drunk Driving in 1st Reading

On Wednesday, the Russian State Duma, the lower house of the Russian parliament, passed in the first reading the bill providing for the toughening of responsibility for drunk driving.

      According to the new bill, drunk drivers will now have to pay up to 200,000 rubles ($6,495) or their annual wage amount, or will have to do community service of up to 480 hours or compulsory labor of up to two years or serve a jail term of up to six months, in addition to driver’s license suspension. The severity of punishment depends on consequences of the drunk driving and how many times a driver was caught driving drunk.

      The bill was introduced after a tragical event in September 2012, when a drunk driver killed seven people after losing control of his car and slamming into a Moscow bus stop. Among the victims were five autistic children from a Moscow orphanage and two their teachers.

      About 2,000 people die and some 18,000 are injured in drunk driving accidents in Russia annually.
