Documentary films will become the most important art for Irkutsk authorities. With the help of documentary films they are planning to create the Irkutsk Region’s image showing its active development.

3,5 million rubles were assigned from the budget for these reasons. The cinema fund of the Irkutsk Region is to hold the competition. The lead themes are "Baikal Lake", "The Irkutsk Region" (a documentary film about the city, person or event), "Man and nature". The films timekeeping is varying from 26 till 52 minutes, they should be shot during 10 months from the moment of signing the contract.
