A new bill is likely to be discussed in the Russian Parliament already this May. The deputies want to clarify under what circumstances the foreign citizens will be refused the right to enter the country.
In particular, the right to entry will be refused to those individuals who have been sentenced for an administrative offence or deported from Russia. In this case they will not be able to visit Russia.
Upon a suggestion from the President, as of 2015 all foreign citizens will enter Russia with their foreign passport, rather than a domestic passport. This measure primarily focuses on the citizens of the CIS states who have the right to enter Russia with their domestic passports.
