Lithuania, which is currently presiding in the EU, has complained that the Russian customs officers suddenly tightened their inspections of the vehicles with Lithuanian number plates.

Russia has been punishing Lithuania for the intention to host the Eastern Partnership summit in November, say some analysts, while Russia says it is introducing a new database that will allow it to keep track of cars from the European country that are driven freely in Russia but whose owners never pay any fines.
