The LDPR deputies brought a bill aimed at fight against the substitution of the caller’s number to the Duma, this law is to oblige the mobile operators to transmit an unchanged number of the user initiating the call.
According to one of the initiative authors, Yaroslav Nilov, such substitution is achieved due to the information transmitted over the Internet and converted before and after the call – for a call from a local number. According to the estimates of experts, the volume of international traffic transmitted to Russia under such schemes can reach from 10% to 60% with depending on a telecommunications operator. Meanwhile, a number substitution does not allow the law enforcement and counter-terrorism structures to promptly reveal possible terrorist threats, to prevent their preparation and execution.
It also helps the law violators to avoid the blocking of real numbers used in fraudulent activities when sending SMS spam, including the “imposed” spam advertisements, Nilov added. According to him, depending on the volume of such traffic, the difference between the cost of an international tariff and a local “substituted” one can amount to 1 million dollars a year.
