System Approach

Russian Government approved brand new Federal target programme for developing education. This two-stage programme starts this year and ends in 2010. First two years the beginning of massive reformation and experiment are planned for design and approbation of education development models in particular fields. The highest priority of the second stage 2008-2009 goes to modernization of physical infrastructure of education. Experts plan to introduce and distribute their results after 2010. Programmes total budget is about $2 billion, which includes federal budget funds, funds of subjects of Russian Federation and also funds from extra-budgetary resources.
      Programme aims are following: developing modern system of permanent education, improving quality of professional education, making general education available to everyone, attracting investments, creating effecting education market and introducing individual financing.
      Federal target programme for developing education has several appendixes, describing goal and indicator system in every activity, related to said programme. There one can find project of Russian system of education in 2010, if everything goes right. 60% of educational courses will have new general education standards. Government plans to introduce 26 internationally recognized professional educational programmes instead of 20. Those, who get education via information technologies, will share 90% instead of 60%. Extended education field will also undergo significant changes, allowing training more professionals.
      The programme provides secondary and higher professional education for more foreign students, than ever before. Two-stage professional educational institutions will share 70% instead of 15%. Quality education will be more available due to introducing various original education models for children of senior preschool age and profile studies, developing unique Russian system of education quality evaluation and permanent professional education system, as well as priority development of national universities and higher educational institutions.
      Programme developers predict that before 2010 Russia will be ranked 20th in PISA international ranking system, i.e. our country reaches the level of member countries of Organization for Economic Cooperation and Development. Today Russia is ranked 30th.
      Experts expect uniform state examination results will be enough for 90% of students to be admitted to higher educational institutions and colleges (40% of them were admitted in 2005), Since 2008 the Ministry of Science and Education plans to make the uniform state examination routine. The experiment on the uniform state examination introduction will last for two more years, according to recent Government decree.
