The organizing committee for the development of the tourist cluster "Russian Palestine" was established near New Jerusalem Monastery in the town of Istra of Moscow Oblast.

It is expected to create within the project framework a single pilgrimage, tourist and social infrastructure. Project initiators also intend to include the measures for its implementation into the Federal Target Program on the development of domestic and inbound tourism in the Russian Federation (2011-2018).

In November 2013, at meeting of the Board of Trustees of the Charity Fund for the Restoration of the Monastery, Patriarch Kirill proposed the idea of creating an infrastructure around the monastery that would resemble the Holy Land. The Patriarch believes there could be great scenic tours, including horseback and winter sled riding.
