Public Chamber, a new advisory body set up in Russia, will monitor how budget funds are spent in Russia. Yevgeny Velikhov, its president, inked a deal with the Accounts Chamber, headed by Yevgeny Stepashin, to share the responsibily.
      
      One of the advantages of the cooperation is that, unlike the Accounts Chamber, the Public Chamber is entitled to overlook activities of the regional and municipal authorities. 40% of the consolidated budget is handled in 25,000 Russian municipalities.
