The European Court of Human Rights began consideration of the complaint of the Saint Petersburg resident Roman Zakharov about the secret services. This was reported by “Fontanka.ru”. The complaint was filed in 2006.
Zakharov claims that the security services have the opportunity to turn the “wiretapping switches” on at any time, not only by a court order. The plaintiff asks the European Court to take the right to wiretap away from the security services and to give it to mobile operators. The operators will have to independently review each order and make a decision, if they should provide data on conversations or not. According to Zakharov, in this case a citizen who feels that his phone was wiretapped will be able to file a complaint against his or her operator. This will allow him or her to protect his/her conversations, then it will be easier to find the guilty party, than in the situation with the secret services.
