Spaniards May Be Allowed to Adopt Russian Children

The upper house of the Russian parliament has ratified a Russian-Spanish agreement on cooperation over the adoption of Russian citizens, which will allow Spanish citizens to adopt children from Russia.

      The agreement provides for special requirements for future adoptive parents, who will be obliged to present a big comprehensive package of documents assuring their social, medical, psychological, and economic suitability.

      The agreement also gives the Russian side the priority in all controversial situations, including the cases of the child’s re-adoption. The Russian side is also expected to gain access to the control over the child’s living conditions and upbringing.

      The document was signed in Madrid on July 9, 2014 and ratified by Spain on October 16, 2014. On February 20, 2015 it was approved by th lower house of the Russian parliament. Now it has to be signed by the Russian president in order to come into force. 

      The similar agreements has been already signed between Russia, Italy and France. The signing of such international documents became obligatory in 2013, after Russian officials had passed a law, which prohibited adoption of Russian children by foreign citizens.

      The countries which allow same-sex marriages on their territory now has to sign bilateral agreements with Russia which guarantee that Russian children are only adopted by heterosexual couples.That means that same-sex couples from Spain also won't have the right to adopt Russian children.

      On the whole, Spanish citizens have adopted 7,517 Russian children in the past nine years, including 303 in 2013.
