Representatives of constituent entities  of Russia and the regional ministries of natural resources and ecology do not fulfill legal responsibilities, the coordinator of the public monitoring Center of the All-Russia People’s Front on environmental issues and forest protection, the deputy of the State Duma Vladimir Gutenev reported to TASS.

      For this reason it is very important to hold the conference on environmental problems and forest protection in Irkutsk on February 25, he added.

      According to Mr. Gutenev, one of the central topics will be finding the solution to the challenge of "how to capitalize our economy, without causing damage to natural resources".

      The work will fall into four segments: Forest Protection, Ecology and Economy: Ways to Solve Conflicts, Citizens' Initiatives and Information Technologies in Ecology, and Ecology of Baikal.
