Russian Ports. What's Inside?

Flying Dutchman may be a true story but Russian ports are definitely myths. The session of the Naval Panel wants to put an end to controversies over maritime zones.
      
      The chief port of St. Petersburg exists, though without any borders or name. It cannot be granted any name for it has not set boundaries and they can’t define boundaries because it bears no name. A typical catch-22?
      
      Officials are determined to change the way things stand now, modify the management of the port and crack down on illegal operations, stealing funds from the budget.
      
      Across Russia the situation is no better, the ministerial survey indicates and calls for an effective law on ports.
