Sberbank, Gazprombank and the Eurasian Development Bank (EDB) have entered into an agreement with Road-Building Company LLC on providing a RUB 38.5 bln syndicated loan for 16 years.

The funds will be provided to Road-Building Company LLC as project financing to construct a 105km pay-to-access section of the Central Ring Road (CRR) – the third launch complex. The project is being carried out under a concession agreement between Road-Building Company LLC and Russian Highways State Company, which was struck in 2016. The motorway will be opened in 2019.

The CRR is the first infrastructure megaproject that is partially financed by money from the Russian National Wealth Fund (RNWB). The total cost of the project is valued at 300 billion roubles, out of which 150 billion will be provided by the RNWB.

The third launch complex of the CRR will run parallel to the Moscow Small Ring (A-107) in the north west of the Moscow Region and link the new high-speed motorway M-11 “Moscow-Saint Petersburg” to the M-7 “Volga” motorway. The motorway will have four lanes and a speed limit of 140 km/h (87 mi/h). A total of 55 bridge structures (including 20 bridges and 35 overpasses) and four interchanges will be built on this section of the CRR.
