It is needed to increase funding of medicine and introduce a system of additional population’s payments in Russia. This idea was proposed by the Centre for Strategic Research (CSR) leaded by Aleksei Kudrin, as RBC reports. As the report notes, due to the rapid update of medical technologies, the state will not be able to provide citizens with all innovations on a free basis.
According to the CSR plan, government expenditures should grow by 3.2 to 5 percent of GDP by 2035. However, this will not be enough, so it was proposed to create a co-financing system.
According to the Higher School of Economics, 15 percent of the population are currently paying extra money for medical care. Thus, we are talking about the legalization of the already existing phenomena.
