The web portal of public procurements will create a register of legal entities that have been brought to justice for bribery in the past. This "black list" will help the customers check the information about the potential contractors. With the help of this measure, the web portal expects to complicate the access of corrupt companies to the bidding process.

      According to the law, a legal entity that has been recently brought to trial under the Article 19.28 of the Code of Administrative Offenses of the Russian Federation titled "Unlawful Remuneration on Behalf of a Legal Entity" should not participate in the bidding process. The rules require that the procurement party has not been brought to trial under that article in the previous two years. Nevertheless, companies often provide inaccurate information, and legislation does not oblige the customer to verify it.
