Quota Limits for Foreign Workers in Russia

The Government of the Russian Federation has established quota limits for foreign workers in various sectors of the country's economy for the year 2020.

      Some fields of activity have kept the standards established for 2019. For example, in the fields of other land passenger and road freight transport, the permissible share of migrants is stated at 26% of the total number of employees, in vegetable growing - 50%, in construction - 80%.

      These standards do not apply to the territories of Moscow, Dagestan, Buryatia and Amur Oblast. Closed spheres for migrants are retail trade in non-stationary trading facilities, pharmacies, markets, as well as all trade outside stores, tents and markets. The decisions taken are needed for regulation of the involvement of foreign labor in certain types of economic activity, taking into account regional characteristics of the labor market and the priority of Russian citizens who need jobs.
