It is planned to introduce a special experimental legal regime for testing artificial intelligence (AI) in Moscow.

It is assumed that the experiment will involve legal entities participating in the development of AI, as well as goods and services based on this technology. The conditions and requirements, as well as the procedure for the development, creation and implementation of AI will be determined by the Mayor’s Office; this agency will also control the processing of anonymized personal data of the residents of Moscow. The experiment is designed for five years. According to its results, it is planned to determine whether Russian legislation needs to be changed for stimulating the development of AI.
