The Cypriot newspaper Politis has published a list of people who have received Cyprus "Golden Passports" by investment. The list, approved from 2008 to 2012, consists of 34 people, most of them are Russians and Ukrainians. Citizenship by the people on the list is considered suspicious by the Cypriot authorities.
Russians included in the list:
Yan Abramov (owner of IMC);
Anton Belobragin (owner of the Spar retail chain in Russia and the Tula meat processing plant);
Grigory Berezkin (owner of the ESN group of companies);
Elena Berezkina (owner of the Line art gallery);
Gennady Bogolyubov (co-founder and co-owner of the Privat group);
Alexander Bondarenko (former vice president of Eurofinance Mosnarbank);
Konstantin Grigorishin (owner of the Energy Standard group);
Igor Kesaev (owner and president of the Mercury group of companies);
Vladimir Kogan (Chairman of the Supervisory Board of Uralsib Bank, died in 2019);
Lyudmila Kogan (general director of BFA-Development, widow of Vladimir Kogan);
Efim Kogan (shareholder of BFA-Development, son of Vladimir Kogan);
Tatyana Korsakova (founder of the Dobroserdie Foundation);
Mikhail Kuzovlev (First Deputy Chairman of VEB.RF);
Leonid Lebedev (co-owner of the Sintez group);
Igor Makarov (President of the international group of companies "Areti");
Alexey Matveev (member of the Board of Directors of Gazprombank);
Alexander Muranov (Deputy Chairman of the Board of Directors of Gazprombank);
Sasha Persovsky (formerly Alexander Petrovsky, board member of the Russian Union of Industrialists and Entrepreneurs);
Olga Tulyakova (wife of Alexander Bondarenko);
Vladimir Stolyarenko (former board member of Eurofinance Mosnarbank);
Alfiya Stolyarenko (wife of Vladimir Stolyarenko);

According to Politis, the names listed were contained in a letter from the President of the Republic Nikos Anastasiadis to the leaders of the country's political parties. Previously, the list was classified, but now the stamp “secret” has been removed, the newspaper writes.
In August, Cyprus decided to change the conditions of the program for obtaining citizenship in exchange for investment.
