The State Duma Allowed the Government to Issue State Loans to Other Countries Outside the Plan

The State Duma adopted in the second reading a bill on the right of the Russian government to provide government loans to other countries in 2020 that were not provided for in the plan. They can be provided at the expense of the appropriations established by the loan program and by reducing the balances of the federal budget as of January 1, 2020. On the eve, Russian President Vladimir Putin, during a meeting with Belarusian President Alexander Lukashenko in Sochi, announced that Moscow would give Minsk a loan in the amount of $ 1.5 billion.

      Also, the deputies approved the amendment of the chairman of the committee on budget and taxes Andrei Makarov about the possibility of making changes to the budget based on government decisions on state loans - without editing the budget. This will allow the government to lend over the limit.
