The State Duma adopted in the third reading a law on the recognition of individuals and unregistered public associations receiving funding from abroad as foreign agents for political activity in Russia.
Political activity means the organization and participation in rallies and marches, as well as taking part in elections, the activities of political parties and the formation of socio-political views and beliefs (including through surveys and research). According to the document, a notification procedure is established for non-registered public associations funded from abroad. Based on the information in the notifications, a register will be drawn up. The associations included in the register will have to inform the Ministry of Justice every quarter about the volume and purpose of the foreign funding received and the spending of these funds. Also, the status of a foreign agent can be assigned to foreign journalists accredited in the Russian Federation. The media will have to label the materials of individuals and organizations with this status. At the same time, members of NPO-foreign agents are allowed to be members of public councils in federal authorities. The authors of the initiative are members of the Federation Council commission for the protection of sovereignty and the State Duma commission to investigate the facts of external interference in the affairs of Russia.
