Foreign investments and the administrative reform

PRIME-TASS The volume of foreign investments in Russian economy in the first semester of 2004 totaled $ 19.5 bln, informed Minister for Economy Development German Gref at the conference Investments into the Future of Russia: New Markets and Opportunities. According to him, it is twice as much as compared to the same period in 2003.
       Yet, despite the inflow of investments Russian economy has not seen great changes so far. Shortcomings of the state administration hamper the inflow of investments. Meanwhile it is obvious that the economy needs faster pace of development.
       The Ministry of Economy acknowledges that the administrative reform is still half its way to completion. Not much has been done to demonopolize the Russian economy. One of the possible solutions to it could be involving private companies more actively in big state projects, including those in infrastructure and transport, which are not so attractive for private capital yet.
