Russian embassy in London owns the city about $1.8 million. According Transport for London, Russian diplomats don’t pay the congestion charge.
      
      Still it’s the US embassy which tops the list of offices which ignore the congestion charge. It refuses paying about $4 million to the city treasury. The US embassy is followed by Japan and Nigeria embassies. Their debt is estimated at $2million.
      
      All in all top 20 foreign embassies and diplomatic missions owe London $20 million.
      
      February 2007 the Central London Congestion Charge Zone was extended, what caused embassies’ debt raising.
