Yesterday Russia's Upper House of Parliament has voted in favor of formally recognizing the independence of Georgia's breakaway regions of South Ossetia and Abkhazia.

The leaders of both self-declared republics have been appealing to Moscow last week asking that Russia recognize them as independent states.

The Duma has adopted an appeal to the UN-member parliaments, where it explains its position on South Ossetian conflict.

In Tskhinvali special cars with loud-speakers were set to repot news form the Russian capital. The local people were happy to know the news from Moscow.
