Moscow maps ethnic tension areas

The Moscow authorities plan to make a map of ethnic tension areas, hence admitting the very fact of Moscow being a problem city for foreigners.
      The map is originally made to prevent possible inter-ethnic conflicts, say the officials. Currently the most dangerous areas are in the south and the south-west of Moscow, where a great number of universities and dormitories are located. Besides, numerous construction sites with guest workers add to the tension in the south of Moscow, too.
      To make the map the Moscow police will have to analyze all the conflicts of inter-ethnic nature recorded for the last several years, and then assign an index to each district.
