Mental status of policemen bearing arms needs extra monitoring?

Psychological stability of the Russian policemen bearing arms will be annually tested by psychologists. Such a decree was signed by the Minister of the Interior Rashid Nurgaliev on account of the incident in the supermarket in Moscow, which have took place on April, 27. The Police Major Denis Evsjukov shot the customers dead.
      
      The experts think it wont change the situation seriously. The innovation may concern the managerial personnel only, because the minor executives return the arms at the end of the work-day. Strictly speaking, they havent got right to bear arms.
      
      Moreover, the obligatory annual medical examination includes tested by psychologist and psychiatrist. The experts suppose that the extra monitoring is not an effective way to prevent crimes committed by the policemen. First of all they point on the psychological climate in the collective which needs normalization.
