The governor of Sverdlovsk region going to populate vacant houses with Ingush

Eduard Rossel, the governor of Sverdlovsk region decided to populate the vacant houses in Ural villages and settlements with the people from Ingush Republic. He reached the agreement according to this question with the governor of the Republic of Ingushetia, Yunus-Bek Evkurov.
      
      Empty houses in Ural (and not only Ural!) villages are result of the crisis in agriculture happened in the late Soviet Union and especially in the 1990-s. The people left the villages seeking their fortune in big cities. The financial health of Ingushetia is miserable now, but there are many people, whose occupation is farming. Both governors are ready to support families who would decide to move from Ingushetia and farm in the Sverdlovsk Region.
      
      The question is how the Ingushes would farm in ecological circumstances distinguishing from their habitual ones rather considerably, and consequently, how such measures would help to regenerate the Ural villages - it is an open question.
