It was founded as the village of Semenovka in 1902. In 1938 the village was transformed into the urban township of Semenovka.

In 1952 it got the status of a city and was renamed into Arsenyev, after the famous Russian scientist, traveler, writer and the Far East researcher Vladimir Arsenyev.
