It was founded by Cossacks as the Grafskaya Village (i.e. Count’s Village) in 1859 and named in honor of Count N. N. Muravyyov-Amursky.

Before the October Revolution the 1st Siberian Pontoon Battalion was deployed in the town.

Later the 15th Patrol Ships Crew of Frontier Troops was based in the town.
