Rubtsovsk is a small industrial Russian town, the administrative center of Rubtsovsk District of the Altay Territory.
With over 55 thousand people (as of January, 1st, 2010), Rubtsovsk has the third largest population among cities of the Altay Territory. Its total area is 8 325 hectares.
The city is located in a steppe zone in the south of the Altay Territory, on the bank of River Alei (the inflow of Ob), 290 km away from Barnaul. Rubtsovsk is nearing the Kazakhstan border (40 km) but does not carry the status of a frontier town.
History of Rubtsovsk:
It was founded in 1886 as Rubtsovo Village near Olovyanishnikovo and Polovinkino Settlements. In 1892, which is considered the year of the foundation of Rubtsovsk, its dwellers obtained the permit for using the land. The founder of the village was Michael Rubtsov, an immigrant from the Samara Province. In 1913 the rural settlement was transformed into a railroad station settlement, received the status of a town in 1927. The growth of the town was promoted by building of the railroad Novonikolaevsk — Semipalatinsk. Rubtsovsk was historically formed and developed during the Great Patriotic War on the basis of enterprises evacuated from the European part of Russia — Odessa Agriculture Machinery Works and Kharkov Tractor Factory, which became the basis for the Altaiselmsh factory and the Altay Tractor Factory.

Among the town’s major sights is the Church of Archangel Michael (1906) - a monument of wooden church architecture. The town also has its own Museum of Local Lore, V.V.Tikhonov Art Gallery and two theaters: Rubtsovsk Drama Theater and À.Ê. Brahman Puppet Theatre.
