The Foreign Ministers of the “Norman Quartet” told about the outcome of the negotiations in Paris.
The Foreign Ministers of the “Norman Quartet” address all parties to the Ukrainian conflict with a request to provide full access of OSCE observers to all areas in the east of Ukraine. This was reported by the French Foreign Minister Laurent Fabius following the results of the negotiations in the building of the French Foreign Ministry, according to “Interfax”. “We ask all parties to ensure full access of OSCE observers to all areas. We urge all parties to fully cooperate with the OSCE for the complete implementation of their mandate, particularly concerning the works on the monitoring and verification of the process of withdrawal of heavy weapons”- Fabius read the statement of the ministers of the “Quartet”, according to the results of the meeting.
In addition, the participants of the negotiations called for strengthening of the special OSCE observer mission and increase in its mandate in terms of personnel, equipment and additional funding. The Russian Foreign Minister Sergei Lavrov, in his turn, said that the participants of the meeting spoke for the most efficient completion of ceasefire establishment, as RIA “Novosti” reported.
“My colleagues, first of all, German and French, expressed the opinion that it was most essential not to wait until fire ceased, but to begin the withdrawal of heavy weapons” - Lavrov said. The Minister noted that the current situation in the Donbass was much better, although “some sporadic violations were recorded”. The German Foreign Minister Frank-Walter Steinmeier said that the situation in Eastern Ukraine remained highly unstable. “It is necessary to state that there was a decrease in violence in the last four days, but still there have been numerous violations of the ceasefire” – Steinmeier stressed.
The most recent meeting of the leaders of the “Norman Quartet” (Russia, France, Germany and Ukraine) was held in Minsk on February 11-12. Following the negotiations, a document was signed with the title: The Package of Measures on Implementation of the Minsk Agreements. It provides, in particular, for the establishment of ceasefire in Donbass and the withdrawal of all heavy weapons by both parties.
