Minsk Agreements Implementation

The UN Security Council discussed the failure to fulfill the set of measures on implementation of the Minsk agreements on Thursday, March 19. It is reported by TASS referring to the Permanent Mission of the Russian Federation. The meeting was held at the initiative of Russia. Then the members of the Security Council will hold an informal meeting dedicated to the Crimea. The deputy of the Verkhovna Rada of Ukraine and the former leader of the Crimean Tatar Mejlis Mustafa Dzhemilev is also invited to the meeting. The meeting will be held behind closed doors outside of the premises of the UN Security Council. Russia has already stated that it will not participate in the event. The Permanent Mission has considered the meeting “counterproductive and provocative”, stressing the fact that the discussion of this issue does not belong to the field of the UN Security Council. At a press conference at the headquarters of the United Nations Dzhemilev accused Russia of “occupation” of the Crimea which became part of the Russian Federation, following the results of the referendum in March 2014. According to the deputy, he “sees no ways of liberation of the Crimea by military means”. However, he urged countries to provide military assistance to Kiev and keep sanctions against Russia. The set of measures for a peaceful settlement of the conflict on the territory of Donbass was agreed upon on February 12 during the negotiations in Minsk. The parties agreed to a ceasefire and withdrawal of artillery from the line of contact, as well as exchange of prisoners. In addition, the agreement provides for “the beginning of a dialogue on the modalities of holding local elections, as well as the future regime” of the territories in the conflict zone.
