The State Duma and the Federation Council have signed a document about the necessity to increase legal liability for terrorist crimes and to develop international collaboration in antiterrorism protection.
"Terrorism has again declared war on the world. It is a challenge to civilization, to our society, to human rights and freedoms, including the basic right guaranteed by Article 20 of the Constitution of the Russian Federation - the right to life", - the document reads.

Deputies and senators remind of Russia's recent initiatives in fight against terrorism, including the Russian President's call "to create a really broad international anti-terrorist coalition" expressed at the United Nations General Assembly.
Participants of the joint meeting also stated the need "to establish broad international collaboration with all countries without exception, as well as all the organizations and structures expressing willingness for such collaboration".
Besides, there is "the objective to initiate the relevant decisions in international parliamentary organizations, assist establishment of efficient international institutions to prevent and suppress the activities of international terrorist structures with the unconditional central role of the UN and its Global counterterrorist strategy in this process".
Unity is the Key to Success
According to Russian deputies and senators, all those who combat terrorism, "have to be stronger and more efficient in all the areas, such as military, law-enforcement, political, economic, humanitarian and other spheres". Since "modern international terrorism can not and should not be associated with any religion, any nationality or any ethnic group", it is high time "to set aside the issues that split the ranks of defenders of the humanity and civilization, and set an example of nation-wide unification and cohesion in counteraction to the challenge".
