At the same time Bogdanov reminded of the principled position of Moscow in the issue of Syrian settlement, according to it, “the issues of the future of Syria, including the leadership, are decided by the Syrian people”. “It is written in the Vienna agreements” - the Deputy Minister stressed.

The existence of a phased plan for change of power in the Arab Republic was confirmed by the Associated Press Agency on January 6. Several hours later the existence of such a document was confirmed by the US State Department Spokesman John Kirby. According to the document, it is expected that the President al-Assad will resign after March 2017.

According to the analytical note, the process of political transition in Syria will begin in February and will last 18 months. The USA representatives suggest that the result of the negotiations between the representatives of al-Assad and the opposition will be the creation of a Security Committee in April. It is expected to dissolve the Parliament in May. This should be followed by the formation of an interim legislative authority, as well as holding of an international conference of donors that will take part in financing of the country’s reconstruction.

A new draft constitution will be prepared during another six months, until November 2016. At the same time the Syrian people will be able to express their opinion on the document in a referendum in January 2017. Only after that, in March, al-Assad together with his immediate surrounding will have to resign. The new government of Syria, according to the American plans, will get all the powers after the parliamentary and presidential elections held in August.
