Public opinion of Russian citizens against some points of the European Social Charter

June 3, 2009 Dmitry Medvedev signed the European Social Charter. Earlier Russian State Duma has ratified the Charter without any restrictions.

More then 5000 Russian citizens signed the letter from Russian Orthodox Church (Patriarch Kirill) to Dmitry Medvedev. The letter is against some points of European Social Charter about the creation of the institute of the Juvenile Judiciary and the introduction of the sexual education at school. Many people of different age and social quality, living in Russia and abroad, signed the letter. The main idea of the letter is following – neither the President no the deputies of Duma understood the damage of Russian traditions done by such innovations to Russian legislation. There were many appeals to the government and protest actions against these two points in the European Charter.

There are also many points in European Charter, which confront with Russian legislation. Now the State Duma has to adjust all the points at issue.

However, these two points of European Social Charter - Juvenile Judiciary and the sexual education at school are also against Russian family laws and traditions.

The participants of the action ask the President and the government to pay their attention and to clarify all the statements like – “the right for children’s health” or “the service of children’s protection”.

1.Many people of science, law and culture are against the Juvenile Judiciary. The main idea of this institute is the departmental affiliation of the Children’s Protection institution to the Russian government. All Russian mass media talk about the contraventions of different children’s protection organization. However, the affiliation of the Children’s Protection institution to the Russian government is not the way out. Our legislation is not strong enough to provide the real protection to the neglected children. Thus, many world shadow organizations connected with the slave trade and children’s prostitution, can easily use such situation. In different countries with the weak legislation protection and the affiliation of the Children’s Protection institution, when the government such situation is in evidence.

Moreover, of course, the Juvenile Judiciary infringes the family independence and gives the possibility to the internal persons – police, local administration rudely meddle with other people's life with their selfish ends. It is impossible to introduce such an innovation when the government is so weak and corrupt.

2. The second point of the Charter deals with the sexual education at school, this point is also against the family independence. It is well known that a lot of actions against the obligatory sexual school education in take place in USA after such introduction.

However, Russia has much older cultural traditions that are in confrontation with the sexual education too. Therefore, it is evident that the most part of Russian educated society is against such innovation. Anyway, parents must have an opportunity to agree or disagree with such course at school for their child.
