The Kremlin Regrets of the Closure of the “Dynasty” Foundation

The Kremlin regrets of the closure of the “Dynasty” Foundation, the spokesman for the Russian President Dmitry Peskov stated. According to RIA “Novosti”, at the same time he said that no prohibitive decisions were taken against the foundation in Russia.

“The status of a foreign agent does not mean any ban on activities. The “Dynasty” Foundation had an opportunity to continue its work, and we regret that the foundation’s management took the decision to liquidate the organization” – Peskov specified. The State Duma compared the decision of the “Dynasty” with a demarche. According to the Head of the Duma Committee for Public Associations and Religious Organizations Yaroslav Nilov, “other organizations recognized foreign agents acted in the same way”.

The Chairman of the Presidential Council of the RF for Civil Society Development and Human Rights Council (HRC) Mikhail Fedotov in his turn commented on the closure of the foundation, admitting that it was “a loss for Russia”. “I am very sorry about the fact that Russia lost one of the most effective foundations. It is entirely on the conscience of our legislator and enforcer - the legislator made the defective law, the Ministry of Justice as a law enforcer applies it purely mechanically” – Fedotov noted.

The Ministry of Justice of Russia included the non-profit foundation “Dynasty” into the list of foreign agents. The decision was made following the results of the inspection carried out by the agency, as the press service of the Ministry of Justice told to TASS. 
 
The possible closure of the foundation was announced on Monday, May 25, by the journalist Aleksandr Nevzorov. The Head of this organization, businessman Dmitry Zimin, confirmed that in case of recognition of the foundation a foreign agent it would most likely cease to exist. It is planned to make the final decision on June 8 at a closed meeting of the Board of “Dynasty”.
 
In early May the Ministry of Justice denied the information that the foundation might be considered a foreign agent. The “Dynasty” Foundation was established by the President of the “VympelCom” company Dmitry Zimin in 2001 to support and promote national science. It deals with providing grants to young professionals in the field of natural and social sciences.
 
The President of Russia Vladimir Putin signed a law on undesirable foreign and international organizations. The text of the document was published on Saturday, May 23, at the official web-portal of legal information.
 
The law allows to recognize undesirable the activities of international or foreign non-governmental organization presenting a threat to the fundamentals of the constitutional order of Russia, its defense capacity or security. 
 
The procedure of inclusion of companies into the list of undesirable ones will be performed by the Prosecutor General or his deputies in coordination with the Foreign Ministry of the RF. In addition, according to this law, financial institutions are not allowed to conduct transactions with money or other property from undesirable NGOs. The possibility of exclusion of such organizations from this list is also considered. The activities of organizations such as Human Rights Watch may be prohibited in Russia.
