The Ministry of Communications and Mass Media has prepared a draft law on state control over the passage of the Internet traffic on the territory of Russia. As “Vedomosti” writes, thus it is planned to ensure the safety of Runet, in particular, to protect it from external attacks.
The draft of the Ministry of Communications describes several ways that will help public authorities to monitor the routes of Internet traffic through communications networks, as the newspaper notes. So, it is proposed to create a state system of monitoring of “the use of resources of global addressing and global Internet identifiers (DNS and IP-addresses)”.
This system should also monitor the critical elements of the Runet infrastructure. In addition, the agency spoke about the need to make foreign communication channels and traffic exchange points more controllable. According to the document, international communication channels can be organized only by operators with a license for cross-border data transfer. It is also proposed to oblige operators to use only the traffic exchange points that are entered into a special state register.
On February 3 it was reported that the Ministry of Communications offered to secure the right of citizens to have the access to communication services as part of the implementation of the constitutional right of access to information. This way the agency intends to solve the problem of the access of network operators to the common spaces of apartment buildings for the installation of appropriate equipment. On February 1 the Russian President Vladimir Putin ordered a number of departments to develop proposals on monitoring of the threats to information on the Internet.
