Experiment: Free Parking

Moscow authorities experimented free parking in the city center on Sundays and public holidays. Only Moscow residents can avail themselves of free parking from May 1 till the end of the next year. Thereafter, authorities will analyze the experiment results and will take their final decision.

To distinguish local drivers from those who are visiting, the officials will offer drivers to re-register. Authorities indicated their intention to take such steps earlier, but the options for paid parking users have been changed periodically. In particular, it was proposed to make parking free at nights and to provide benefits for city center dwellers only. Officials promised to take the final decision after meeting city residents in the course of consultations on upcoming expansion.  A few days ago, the head of the Department of transportation and road infrastructure development, Deputy Mayor Maxim Liksutov announced the option that was eventually adopted, promising to take the final decision before the year ends. "We decided to conduct an experiment from May 1 until the end of 2014," spokesmen of the Department of transportation Alyona Yeryomina said. She underlined that the privilege mechanism yet to be developed, therefore the specific details will come later. Department representatives underscored that the benefit will be provided not for those, who have Moscow registration plates, but for drivers who permanently reside in the capital. "Those, who want to avail of this privilege will need to go through the registration procedure, but we will enlarge on this question later," the press-service noted.

After experiment ends, Moscow government plans to analyze in detail the results and make a decision – whether to keep the privilege in what follows or not. The activist of the Society of Blue Buckets Piotr Shkumatov told how exactly Moscow dwellers are going to be distinguished from Moscow guests. He learned it from Maxim Liksutov himself on one of his recent meetings with experts. "To be able to park for free in the allotted days, car owners will need to register on Moscow government website, to indicate their place of residence, personal data and vehicle registration number and after that to give consent to process their data, Shkumatov said. All of this information will be added into the database.”  Maxim Liksutov has time and again declared his willingness to compromise with residents, opposing the expansion of paid parking zone till the Garden Ring limits, which will take place on December 25.
